At the back of the VCR/DVDR the line in has the input from both NTL and the rooftop aerial. If I remove the coaxial from the rooftop aerial the cable picture goes perfect but obviously the aerial becomes redundant.
When the VCR/DVDR is off, all pictures are fine.
Any ideas what causes the interference and are there anyways around it?

Hope this makes sense?
How is the ntl box connected to the VCR/DVDR combo?

Sounds suspiciously like there's a bad connection between aerial and the combo box, or that there's a defective RF decoder in the combo unit.

If the bars in question are moving that indicates an issue with AC voltage interfering with the picture.

I'll probably go for option 2 there. The combo is badly shielded and there's AC frequencies munting the combo or the TV and they're getting in via the aerial and RF decoder.
