In the ninties there was a game I remember playing.

You started with a moonbase (as the earth was a wasteland) and slowly built on modules (when funds allowed) mined the moon to build newer spacw vehicles, and travelled to other planets and repeated the process, slowely over the game you where attacked by the Marshians, and you had to at the end of the game repopulte the Earth.

I think this game was called 'Millenium 2.1' but the only thing that comes up is a tic-tac-toe game.
