Just tried with GX260 (similar I think) and only difference was Ghost 8 Boot floppy and i could access it all fine. In fact come to think of it, we have every dell range at work from GX50 all the way upto GX620 and we use ghost on them all to build them - which includes of course the USB Only Keyboard and mouse. My only advice really i can think of is:

Update the Bios for the Dell
If possible, get a Different Version of Ghost Boot floppy - I know 7 & 8 work fine.

Oh and of course the Obivious Answer - Put the HD from the GX520 into the working dell and ghost it that way, after all you dont need to Boot any OS !!
