Does this look like normal wiring?

Here is my question. My phone had static in my line and my phone sometimes had dial tone with static or nothing at all(no sound). So The phone company fixed it. Two to three weeks later w had a bad rain storm and same problem. The claim the had to repair or add new lines. I went down in the basement to look at it and there is like 14 wires in and out everywhere and it looks pretty shady. These guys are suppose to be professionals right? Before they fixed it, there a box with two jacks and we had two working phones in the house.

We also have high speed which I am assuming is connected in their somewhere. Upstairs in my computer room we had a box with 2 jacks one for dsl modem other for phone. The phone all of the sudden doesn't work but the internet jack in the same box does. The technician said it was faulty and they wont fix it but the internet one is fine.

Could my phone be tapped with all this crap and or my internet be tapped somehow if I am downloading to much or they want to see what I'm downloading?

Here is a link to what the wires look like, there is a total of 14 wires being used.

Here is the photo

1. There's no real way to tell from that photo what's wired to what;
2. You've paid money for a service and apparently not received it, complain and get it sorted or pay someone else to fix it;
3. You're probably going to get more usable advice from a forum with its routes in Canada, there won't be many people here that understand Canadian telco wiring standards.....

Firstly,in the UK tapping of such services in such a way as you've explained is illegal without permission from the end user.

That picture is just a junction point for the main phone line and extensions, it is just a splitter that people have for extensions, we had one until we left BT and joined a cable service which used something similar but more tidy, that splitter is in a bad state of disrepair which is why your experiencing bad sound quality and just silence on the line. It all needs changing.

UK law doesn't apply in this case.
