At work we use the AT&T dialup software to get our users connected wherever they happen to be in the world. There are hundreds of POPs and regardless of where you are, there's normally one that will be classed as a local phone call.
Ofcourse, if it's a one off trip, then it's probably not worth signing up for such a service, but if people regularly make international trips, it could be worth it.
I'd also have thought that if he's staying in a decent hotel, they'd probably have a broadband or wireless connection that he could use.
