ATVOD £2,900 Fee for VOD Services.

I think it's shocking, ATVOD require VOD services to pay a yearly fee of £2,900. I know it might not be as hard hitting for large VOD Service Providers, but what about the small VOD Service Providers (i.e. startups), a fee of that amount could hit a startup hard, the government claim to want more small businesses to setup, but a fee of £2,900 being slapped on a VOD Service Provider startup is shocking in my honest opinion.

I wonder, if a startup launches a VOD service without telling ATVOD, will ATVOD take that startup to court.

Given the cost of the servers and other infrastructure that would be required to support a VOD service that could handle lots of simultaneous streams I'd think £3k is just pocket change.
