BBC/ITV have been threatening to do this for years. That's why Sky's Freesat service is technically called 'Freesat from Sky' - the Beeb got there first with the trademark.
I emailed the BBC a year or so ago to ask them what had become of it and they said they had been struggling with hardware spec issues. However I suspect there have been a couple of factors at play here:
1. Some of the channels they would want to have on the platform, including those operated by C4 and C5, are currently locked into encryption agreements with Sky that don't expire until the end of 2007, so they would not be able to be on a free-to-air rival service before then
2. The BBC clearly wants Freesat to become an important delivery platform for HD, outside Sky's control and unaffected by the current bandwidth limitations of Freeview. I wonder whether the 'spec' issues they have been having have been along the lines of getting it working as a HD service?
I fully intend to ditch $ky, buy a BBC Freesat box and point my dish at their satellite just as soon as I can. I may even buy a HD telly if I am going to get access to HD signals without having to line Murdoch's pockets for the privilege.
