Sounds like handwavium...
"Unlike current GSM or 3G networks which lose download speed exponential to increasing users, Dr Oppermann said an analogue signal would provide a consistent speed no matter how many users there were."

Next problem, upstream, unless it will be satellite style with a dialup modem backchannel, though actually a system like that would be a reasonable contender compared to satellite.

Radio Hams have been doing it for 20 years although at a lot lower bandwidth over a simplex FM/USB signal (packet radio) Suprised that the Australians didn;t take this further forward years ago

the company that is testing it is CSIRO

Oh wow, they're actually going for two way, I was assuming satellite style, using the TV tower to transmit a one way high speed downstream.

I still don't get the "consistent speed", unless they are going to use frequency division and serve 1 user per frequency.
The other thing, one "analogue TV" bandwith is less than a single Wifi channel
