I could bitch and moan about the East of England not getting any look-in, but then I looked a little deeper and saw south Suffolk exchanges and Drayton, Norfolk on the list. Hopefully they'll do Lowestoft, Great Yarmouth and Norwich soon, all having already been 21CN enabled.

I was chatting to a friend of mine about this and he has been chatting to his brother in law that works for BT about the Mumbles one in Swansea. Even he cannot understand why they are doing mumbles and not the entire part of swansea when they have to run fibre from the main swansea BT building building where the main swansea exchange is to the smaller mumbles exchange anyway in order to whats necessary for future network updates so they have said. Apparently even a lot of the contractors have stated that it would be best to do it all at once to save public inconvience at a later date when roads have to be redug up.

Eww third hand information.
It's not being done all at once because they simply don't have the manpower. They are doing 100,000 homes passed and thousands of cabinets a week.
Even in Mumbles itself compared with the amount of work needed to link the exchanges the 10 - 20 cabinets and fibre to backhaul them that are required will be considerably more disruptive. It's certainly far less work than would be required to do the entire city at once, that's just not possible. Not even London is getting that kind of service, we're getting an exchange at once same as everyone else.
These future upgrades will be done at the behest of BT Wholesale, Openreach cannot use BT Wholesale budget or money for their FTTC upgrades. They're obliged to proceed on their own, if they deploy the additional fibre for future upgrades at the same time, which is likely, all good.
The chances are that some of the work for Mumbles will be used to cover some more of Swansea anyway. If your friend's brother in law things about it this mean that the headend for Mumbles will be in Swansea, so the rest of the builds for the area will have that headend in place already.
I'm guessing Mumbles is a fairly well to do area with high uptake that BT think they can make some cash out of.

Nottingham exchange will be FTTC enabled, but you in Hucknall as that's the only place I can think of there that isn't at the moment.

interestng swadlincote and Ashby being done.....also coalville.... do they think outlying villages and smaller towns (than those mentioned) will follow, or will they stick to majors initially?
