A few 'should' but for whatever reason aren't.
If your exchange isn't on that list don't hold your breath, but as mentioned it's subject to change.
If Derby City Council were to engage Openreach perhaps this would change and is something I'd recommend you get them to do. Potentially Derby would require more work or there's an issue which would make the deployment more complicated.

BT will romp home on the upload speed, and also remember some VM areas have actual speeds way below marketed speeds, in fact a 512kbit dsl service could outperform my 20mbit VM service. FTTC from BT will not be contended at the cabinet and cabinet backhaul.
The problem been tho is BT seem to be avoiding problem areas (ones with expensive to replace long local loops) so areas with already short lines seem to be been picked out.
The real advantage of FTTC is not going from 24mbit to 40mbit, it is that it will raise typical speeds a LOT. On adsl2+ typical speeds are still below 5mbit.

this list is now complete then? full planned rollout?
its very strange so many city centre exchanges are not picked. Especially ones with long lines.

As an ex employee of BT I would take their rollout dates with a very big pinch of salt

Actually I believe because I havent got a BT Line that is affecting the results.
My grandad up the road can get 20Mb down and 7.7Mb upload :-)

That's not a complete list, complete up to the time scales that have been given but subject to change. My suggestion focussed around getting BTO to hurry it up.

These tend to be using more profitable leased lines. A number are not likely to swap this for DSL.
BTO didn't pick these randomly, they came from a combination of factors, what their customers (BT Wholesale, Sky, Talk Talk, etc) asked for, the feasibility and ease of deployment, other commercial factors, a bit of politics no doubt, etc.

It could be that the cabinet you would connect to hasn't been enabled yet, if it is actually enabled at all. Not all cabinets on exchanges have been done so far.
It could also be that because the post code checker is approximate in your case it's wrong.
http://www.dslchecker.bt.com/adsl/adslchecker.welcome may be of value - direct BT Wholesale checker.
As I mentioned the checker is very conservative, your Grandad can almost certainly get 40/10

I currently have BT Total Broadband Option 3, when my exchange is done, will i notice any speed increases or will we have to sign up to another product?

Ignition your reply has made me think of a logical reason why my exchange and other city centre ones are not picked.
The fact that a largish % of connected lines are probably not residental and I expect vdsl2 is primarily aimed at residental users.
When I emailed my MP (who is on BT's board so can guess who it is), she did reply fast saying she would bring it up at a board meeting, but I expect I was fobbed off, she is not standing in the next election and I see she has had a lot of bad press recently as well so probably isnt too concerned about her area anymore.

If this is being done cabinet by cabinet, yet being announced exchange by exchange, is it some cabinets connected to an exchange that are being upgraded, or all cabinets connected to an exchange?
I realise this may seem long-winded, but it makes a difference, if only because the nearest BT cabinet is about 20 yards down the road and my exchange is 500 yards away.

Some cabinets are being done on each announced exchange, but not necessarily all of them.
Announcement by exchange is rather necessary as saying 'PCP 76 - THBZ is enabled, PCP 77 - THBZ due May 2010, PCP 12 - LWTWI due March 2011' wouldn't be of much use to most people.
