Orange mobile broadband aka Internet Everywhere
I currently have a 30-day rolling contract with Orange for their Internet Everywhere 3GB service. I'm happy with it, I get 3G or HSDPA most times I use it. Coverage on a train journey through East Anglia is patchy at best, but that's my only complaint with it.
When I go to check my bill, I can see no way to track my usage over the month. This is important as when I'm not paying attention I can easily rack up a GB a DAY! The closest to this is the bills when they come, but it doesn't specify dates from-to, or when I go over the usage limit.
Anybody have any suggestions?

It's a Huawei E160E USB dongle, so not a phone, and no, the software bundled with it (Mobile Partner) stupidly starts the month at the beginning and doesn't have an option to change to a 30-day counter.

1GB is more than you think, if your just using things like facebook,email and Skype then don't worry, you won't over use your allowance.
And to be honest I don't think these networks even cap your internet usage because I plugged my 3 mobile phone into my laptop to use the internet outdoors because my T-Mobile dongle gives me about 1 3G bar where ever I am, 3 said I have 1GB of mobile internet use, i'm sure i've gone over that! Because I've been downloading music, on 3 you can check your allowances via my 3 on your handset, done that, it says i have Internet Max add on and I haven't used my allowance up. I then spoke to someone at 3 and they told me they send a warning text when your close and if you exceed your limit they suspend it until you call customer service,that way you can't run up large data bills.
So if 3 are doing this, maybe orange have a similar policy.

Would netmeter not work with a usb dongle? IF ti does, that will allow you to see what has been used during a day.

You might find that the networks will allow you to go slightly over the limit a few times, but they will pounce if you consistently go over, or over by a lot. There was the case a couple of years ago where someone built up a monthly bill on Vodafone of nearly £20,000 on a supposedly unlimited tariff by downloading a series of friends, and did so without any warning from Vodafone.

The only truely unlimited mobile broadband ISP is T-Mobile, who have a 3GB FUP but never charge for overages. They just slow you own if you consistently do it. Never heard of anyone being slowed down though.

Don't think they actually monitor it as much as they claim, it's just to frighten customers. 3 however do and the usage and allowance checker thing updates instantly so you always know what you use and what you haven't yet used.
