Activation charges

A friend of mine has just had Virgin bb installed, he originally baulked at the £40 install fee and after a conversation was told that this would be waved. However his bill is now showing the charge and on calling Virgin he was told it was the activation charge that was waved. I am at a loss as I am sure I didn't pay an activation charge when I had bb installed, anyone shed some light on this?
