No, you didn't/don't need a separate decoder to hook-up the FM connection. NTL used the FM spectrum of the cable to deliver the channels straight to the FM tuner.

Although I would say...these days there's not much on there anymore - pretty much just the channels you can get in the area you live in anyway.
