In that case you, being aware of the thread on the Caps (or mythical caps as I like to call them because "strictly" they haven't been introduced fully yet) , will be aware of some of the discussion about
why the caps are being put in place.
I would suspect that the very reasons that the Caps are being put in place will be the reasons that NTL wouldn't offer a seperate level of service
without the Cap.
That and the fact that it probably wouldn't be cost effective for them to do so.
