169 IP range is used by windows as the APIPA when the host cannot recieve ip config info from the DHCP. may be worth checking your tcp/ip settings and clear references to any dhcp servers if you have any there. alternatively, you could uninstall the tcp/ip client and reinstall it. this should give a blank canvas for you. if you still get problems, check the cabling/network interfaces to the router. it is very possible that the physical layer is the issue.

EDIT - just read the bit about linux being ok on that hardware!!
