Might be worth double-checking that none of the IP settings have been altered, or the hosts file fiddled with. Also check if the DHCP server can be pinged.

Bit daft that you can't delete TCP/IP in XP

I recall hearing something at work about a problem with a hotfix and an "unsupported operation on interface" error.
