Just read an article on El Reg
http://www.theregister.co.uk/2005/01...com_gio_probe/ regarding Gio complaints. In it mentions "Under the Communications Act 2003, ISPs and other comms suppliers must have complaints procedures in place".
It would be a good idea to have the official compaints procedures applicable to NTL and Telewest listed in the "Articles" section if anyone can find out what they are.
