Where have they said that, or is that just speculation attributed to MS?

Read that link. It contains the deployment information for SP3, not the service pack itself.
SP3 is out on tuesday.

Re: XP SP3 coming..
there is a point on a fully patched system as a fully patched system is likely only to include patches that were on windows update, sp3 will have hotfixes that were not on windows update.
But the very best thing to do is reinstall windows with sp3 integrated on the install cd.

Its a Pre-Release and NOT the final.

Re: XP SP3 coming..
Unless it's really urgent, I'd say it's not worth playing with pre-releases. You currently only have four days to wait if you want to install the final SP3.

Actually, Microsoft don't like anyone who isn't licenced to do so distributing patches, so, no, the service packs are *not* freeware. They are free downloads, but not freeware.
Want proof? Look at what happened to Autopatcher.com. Although their service is now back up, it downloads the patches directly from Microsoft now.
