As Andrew says, there could be a virus messing with your OE settings. That's the reason why I suggested running a full virus scan first.

SFC will check all key system files *including* key OE6 components and replace any damaged files. You MAY need an XP system CD to run this tool.

If all else fails you have a couple of other alternatives. You can install Windows Live Mail which is the replacement for Outlook Express or you can do a repair install of XP. This will reinstall OE6 along with the rest of the operating system but will leave your programs and data in place.

What service pack level is your XP?
