After all how many times have you seen rubbish dumped alongside legit rubbish at the kerbside and the dustmen won't take it away and then it's sits there for days and others decide to add to it?
Not that I'm saying that the ridiculous nature of some of the fines are right.

I see the results of fly tipping as i drive around and its not the best site. If councils reduced the cost of using landfill sites it might reduce some of the fly tipping that occurs. However i only see it increasing as councils look into charging for using waste sites for household rubbish
