1st off the sticker price for 20mb is £37 not £38.50. he would also have got a discount applied to the whole whole package which is normally applied to the bb price in all the adverts. if no discount was given that is why the 30mb bb suddenly got cheaper as not everyone has a discount.
2nd you may recieve a call from outbound retentions but this is not gaurenteed.

30Mb has a "sticker" price of £28.50 on its own or £18.50 if bundled with a phoneline.
50Mb has a "sticker" price of £35 on its own or £25 if taken with a phoneline.
In 2011 who in there right mind would pay £37 for a none business 20Mb broadband connection?
