Your noise margin is holding you back, plus it fluctuates anyway.

When you managed to get a downstream sync speed of 10237kbps, your noise margin was better (EDIT at the time of connection, obviously 5.1dB is not "better"... it dropped to that after connecting).

When you rebooted, the router aimed for the best speed it could get with a given noise margin, and as the noise is that little bit worse now the speed is that little bit worse. If you rebooted again at a time of lower noise (higher noise margin), you'd get more speed.


You need to have a look at reducing the noise on your line.
