I think you'll find once a cable is pulled through a duct, no alternative supplier can pull a cable through that duct. I just had an interesting job where the developer put a duct in to the footpath boundary, but because BT put their cable in first, we couldn't pull a cable through that duct. What makes it worse, the area is telegraph poled, BT could have strung the line from the pole, and left the duct free for us. ho hum.
