Are you going to be shooting through the glass of the tank, if so you'll need to use a polarising filter to reduce the reflection from both the glass and the water. Although you can just about get away with it if you put the lens directly up against the glass to omit extraneous light. It's difficult to recommend a camera without knowing your budget, a compact camera with a macro facility could be all you need or you could be looking at a DSLR with interchangeable lenses.
