Chris, I suspect rutland's success wont be mirrored much, it requires a few things.

1 - A community feeling in the area, tends to be stronger in villages and small towns but weak in urban areas. I would be very surprised if we ever see a urban or suburban area do a rutland telecom style rollout.
2 - I suspect people who know they may well move within the next 3 years or so will be hesitant to invest in something they wont benefit from in the long term.

Even myself a internet addict if had the opportunity here I would think long about it as I could well be moved before the work ever got completed and would be investing to help my ex neighbours. However if a shareholding in the company was rewarded it would change things.
