That's not a complete list, complete up to the time scales that have been given but subject to change. My suggestion focussed around getting BTO to hurry it up.

These tend to be using more profitable leased lines. A number are not likely to swap this for DSL.
BTO didn't pick these randomly, they came from a combination of factors, what their customers (BT Wholesale, Sky, Talk Talk, etc) asked for, the feasibility and ease of deployment, other commercial factors, a bit of politics no doubt, etc.

Actually I believe because I havent got a BT Line that is affecting the results.
My grandad up the road can get 20Mb down and 7.7Mb upload :-)

It could be that the cabinet you would connect to hasn't been enabled yet, if it is actually enabled at all. Not all cabinets on exchanges have been done so far.
It could also be that because the post code checker is approximate in your case it's wrong.

As I mentioned the checker is very conservative, your Grandad can almost certainly get 40/10
