By default a lot of things aren't installed as standard in Windows 7. Much of that can be blamed at anti competition rules from the EU. Thus you don't have a mail client or even Internet Explorer, unless those have been installed by your computer provider. Yo might even have problems with websites using java script, flash or where you need to read a .pdf (adobe) file.
.Net Framework 2 should have been preinstalled in Windows 7.
Id be suspicious of security settings in your browser if passwords will not be remembered. However that is a good thing. If you are hacked there would be a file containing those passwords that the hacker would target. No retention, nothing to hack
