So if you have a 'couple' living in the same house. both unemployed. the woman can't claim for herself the man has to claim for both of them.
with the claim he is entitled to housing and council tax benefit.
he claims so much money for both them including the rent/council tax.
when they stop his benefits for say working on the side, they just stop his part of the money. they carry on paying him into his bank account the money for her and the rent/council tax?
