In all seriousness, I wouldn't withold payment - you will just end up lost in their faceless debt recovery system, and quite possibly with your services cut off as well.

The ultimate sanction is to take your business elsewhere, but if you really do want to stick with cable, consider instead whether you have grounds to complain to trading standards over a service that is not as described.
