The Liara encounter doesn't really change at all. I think the only difference is that if you romanced her in ME1, you get a brief & awkward kiss when you meet her. Dialogue is the same.

One thing though: To break through the "hard Liara" shell & see a hint of the old one, you need to pick the correct dialogue during the 3rd meeting... bottom left-hand side has something like "Anger at Shadow Broker". I missed that on my first run (I picked the top option, mistakenly thinking I'd still be able to then pick the other option afterwards). On my 2nd run I chose that option, & she opened up a bit & revealed what you find out in the comics: She gave Cerberus your body.
