There is no guarantee that you can change you IP address at will. Virgin use long lease IP addresses.

Also the modem does record what MAC addresses are connected to it and I'm pretty sure there is a daily limit to how many times you can connect different equipment in a given time period - which is what the modem thinks you are doing

Why do you need to change your IP address so often?
