Reiterate it as much as you like by all means, but the facts are:
1. You don't
need a telephone line to receive Cable Broadband, and
2. If you don't
need one, then you don't
have to have one, and therefore you don't have to
pay for one.
The fact that they choose to provide you with a discount for taking multiple services is immaterial to your argument. The advert is factually correct.
