Yes. I looked at this before the summer, and for limited use Vodafone definitely came up trumps. You pay £30 or £40 for the dongle, and it comes preloaded with a 1gig allowance. Unlike the other providers, the allowance does not expire at the end of the month, though I believe you do need to log in once every 6 or 9 months to prevent losing it. Once you've used up your allowance, you can purchase 1gig for £15 IIRC. If it's just a bit of occasional browsing and email you're after, this works out a lot cheaper than many of the other options that either charge monthly, or wipe the balance at the end of the month.
