The police have become politicised in recent years, and they are losing the respect of even members of the public who don't appoint themselves judge and jury, as a result. They set themselves up in judgement over the rest of us, so maybe this is a little payback. It's not fair, but I think it's an understandable reaction and most people hate to see an animal suffer through negligence (or cruelty).

I'm sure he cared about the dogs, but apparently he didn't care quite enough. Forgetting them, especially as he was off duty, was inexcusable. I wouldn't rule out mitigating circumstances, but wonder what could possibly excuse his behaviour. I bet he wishes he could go back in time.
