I generally just call the local police service centre (put through there from the police station) and I let them decide if they want to treat it as an emergency. The two occasions they have upgraded the call - were someone on the roof of the church (recently had lead stripped) and a small fire in a woodland - so they called the fire brigade).
The trouble is that most people think the 999 call number is freephone assistance. It's not there to tell you how to get home when you missed the last bus, or to chastise your children to eat their greens.
I agree - the police should send a bill similar to the fire brigade for false calls.
