Strictly speaking no. If I remember right a dish of up to 90cm can be installed.

However beware if he is renting, as a lot of landlords are now fitting communial systems in prep for switchover. Local councils in particular are changing tenancy agreements to make use of these systems compulsory once they are fitted.
