Unfortunately if Ofcom had both of those they would also open up Virgin and BT's ducts to 3rd parties, require Virgin to do regulated wholesale, separate Openreach from the rest of the BT group, and lobby the government to remove taxation and red tape from, and stimulate next generation infrastructure.

However they don't, and if VM and BT get to have more than one bite of the cherry no reason why Sky shouldn't also.
