Actually they are not,BT and Kingston networks only cover 90% of the UK because they were previously part of the goverment.

There is an island in Scotland,where BT's network does not exist and the residents requested they have BT's network expanded to the island supplying every property with a telephone line and a public telephone box,unfortunetly BT wanted £30,000 for the work to be done therefore it never happened!

BT are also NOT under any obligation to provide mobile or Cable TV services too, previously, they used to own Cellnet,Genie and a few cable franchises, they had the same freedom as Hutchison,Cable and Wireless and Vodafone.
