Furiously lobbying behind the scenes, I have no doubt. But then they have a motive for wanting to see the terrestrial broadcasters getting a kicking from the regulator, as Sky has recently had its own not-quite-Freeview terrestrial proposals scuppered. No doubt the BBC etc made representations in that case (although IMO Ofcom made the correct moves there).
