My guess is that your scart sockets have multiple modes and that you have managed to switch modes. There may well be a button you can press when you are on a blue screen that changes the mode of that particular scart input.
EDIT
OK having looked at the manual, this is interesting:-
The unit receives CVBS (VIDEO) signal and RGB signal from SCART1 interface and is able to identify the signal format automatically. The unit chooses the RGB signal prior to the CVBS (VIDEO) signal.
It's almost as if this isn't working for some reason and it thinks it's receiving RGB. Maybe try ensuring you've got ouput going through the SCART cable before you plug it in and change to SCART1?

Ok - What happened was, I connected the VHS to the RF and tuned the tv to find the video recorder using autosearch. When I had finished I reconnected the RF and auto tuned the TV so it picked up all the normal terrestrial stuff. Thats pretty much it.
I have tried the current setup on another TV and it works immediately I hook up the scart(s) to the other TV. I have then tried to reconnect my 32" and it is happy to recognise I have actioned something on the scart side because it stops showing anything on RF and is overidden by the scart. I can then elect to watch something on RF, then turn off and on DVD or Sky and it takes over again but always just a blue screen. At the top right of the screen it reports that scart is the selected mode when you do this. I've powered off all contraptions and restarted everything but it all works as above only.
Is there a card in there (like a grpahics card in a computer) or is it one big gubbins. Is there a tester that can be plugged in to the scart (albeit both have ceased working)??
