I'm not sure what else you can do but keep trying sadly .. and hope you get a more friendly ear somewhere along the line!

I'm probably out of order suggesting this .. but I'd be tempted to cancel your direct debit with VM (if you have one) and refuse to pay the bill until you get satisfaction!
