I did it by hiding behind a wall near the lighthouse at the back of the Colony Island Cemetary. The cops will only come after you on foot so the only thing you have to worry about is shooting them coming from the main cemetary gates and taking the marksmen out in the helicopters.
When you get to 6 stars you can quickly leg it to the left hand side of the sea wall and drop down to the quayside where theres sometimes a speedboat moored. If you pin yourself up against the wall by the ladder you only have to cover the adjacent wall for anyone taking potshots at you... the 5 minutes soon passes.
If you fancy surviving once the 5 mins are up you can then run around the edge of the wall on the narrow strip of sand towards the nearby bridge and quickly swim over to the nearest bridge support and take cover as 3-4 boats will pursue you. If you're quick and accurate you can take out the cops on the boats, steal one and make good your escape
