If you'd have been stabbed to death then it seems as a piece of scum it would have been a result, saved the tax payer a few bob and very few people would have shed any tears.

I think they've just given up. There's nothing in this story to say the victim (yes the victim) was guilty of anything whatsoever. Charges had been brought in 2 other cases but its for the courts to decide on guilt.
