Except PCSO's don't have powers of arrest so if he'd waited till the guy came out of the chemist he'd still have to call on the Police to actually arrest him. As I've said before 5 PC's could very well have been in one van or two cars nearby who both went as nothing else was happening at that particular time.

They must have known / I would have thought = Two different things.
Plus we have the arrestees word for this, generally if someone arrested wants someone else informed they are called as soon as possible. If she didn't answer the phone initially, was out of the house etc. then you can't expect the Police to keep phoning every 5 minutes until they get a hold of her. *IF* he even asked for her to be contacted at all. A lot of arrested people try to keep things quiet and don't want anyone told they have been banged up.
