No, I am saying the headline plays games with words.

The headline states "according to controversial Labour plan", which implies that it is official Labour/Government policy, thus leading readers to believe that the current Government will implement this (and the headline says "will not be able to start school", not "may not"), when in fact a MP of the Labour Party is putting together an article for a left-wing think-tank's quarterly review mooting the idea.

If a doctor sends an article to the Lancet suggesting that the BMA should look at the legality of euthanasia in certain circumstances, I don't take that to mean that the BMA and all doctors support all forms of euthanasia (but the Mail might ).
