You cannot compare skunk to heroin & ecstasy (don't think you can even compare ecstasy to heroin). Skunk's not hard... bit stronger, yeah, but not even remotely in the same league as actual "hard" drugs, which are far far far more harmful. And it's been around for ages.
As the ACMD said, cannabis should still be a Class C, as although harmful, it is far less harmful, far less dangerous, than class B drugs (& obviously even less harmful than class As like heroin).
