I imagine a lot of these cases are down to just that, a particular area which is either majority black or white...

Blimey! You've led a very sheltered life down there in Brighton haven't you

Are you seriously saying that you don't know of
any black-only organisations, not just in London but nationwide? The Lee Jasper fiasco was about millions of pounds being given to "Black organisations".
Did you follow up on the first post about Eastside young leaders academy. It's for Black boys only.
http://www.eyla.org.uk/theneed.htm Have a google for black organisations. You will find hundreds. Most have the word "Black" in them, which IMO pretty much excludes everyone else. Here's a small sample:-
Association of black clergy
Association of black council
Association of black social workers and allied professions
Black & Asian Women's Network
Black & Minority Association in Disability
Black advice workers forum
Black Boys Can National Youth Council
Black Business Association
Black employment initiative
Black police association
Black solicitors network
Society of black lawyers
Black Training and Enterprise Group
Black Women Mean Business
East London black women’s organisation
Federation of Black Housing Organisations
National Black Carers and Carers Workers Network
National Black Students Alliance
IMO any group or organisation that excludes anyone due to the colour of their skin is racially discriminating against them. Racial discrimination works both ways. To demonstrate, replace the word "Black" with "White" in the above examples, and see how racist those organisations sound.
