That would depend if you think you should be able to hammer the connection indefinitely at 100% capacity to download 10s of gigabytes and expect that because you pay the most you should be able to take over other peoples capacity.
I'm only on 2mb and I see it for 95% of the time. I don't download much but I tend to manage my downloads.
For general web browsing 20mb isn't any faster. If you stream alot you will see a difference.
STM is a good thing! Not just for occasional users like me but for the heavy downloaders...it should make them think twice about downloading large files at peak times...but it doesn't it just makes them moan about STM.
