The guidelines are there to make it easier to successfully prosecute the motorist. It is pretty much impossible to know that if your analogue speedo needle points on 30 that you are doing exactly that speed. You can assume that is the case and drive at the speed but when you pass the camera you may be doing 31 and thus get a ticket. You can then appeal to the courts on the grounds that you could reasonable assumed that you were driving at a safe speed. It's possible that the police/CPS will just write the ticket off anyway because its not worth the hassle of chasing it up.
However if they follow the guidelines, 35 in a 30 zone is blatant. There is no way that the speedo needle isn't obviously over the 30 mark and hence the successful prosecution.
As I've said before speed cameras are just in it for the money. If the government were serious about sorting out bad and criminal drivers the you would see more traffic cops out there pulling people over for tail gating, cutting up, speeding etc. On the other hand, you have to pay traffic cops. With speed cameras you only have to pay some bloke to go around and change the film.
