Thats has got to be right or something like that. No one saw her die so she could have survived just as The Master did . It has already been proven The Doctor has been mistaken about the end of Gallifrey so I think you have either hit the nail on the head or glanced off the side
Maybe they could make out Susan was his daughter and not his grandaughter as was made out in the beginning with how the timelords age it could be her
